Yep. It was the VPOD. Easy fix, just expensive. ($480.00 plus core)

I'm having same problem. Cutting boost in and out. Even on flat ground. 3 shops no one knows. Dynamo machine breaks down b4 it's my go to be tested. The only one in my area.
V pod good . Replace brand new turbo. Changed tps . Still no luck -
Try running a manual regen. I've noticed that when it's plugged it'll have erratic turbo boost, and will go back to working smoothly after a regen.

Right side ( passenger side) of engine just ahead of the flywheel housing mounted on the side of the block.
