    Your company is just following the guidance that has been out for years. It really has nothing to do with ELD, other than it's bringing into the light how often a driver needs to violate the 14 after a long load/unload just to get to safe parking.
    No, there are really only 4 criteria, and all of it is guidance.
    1. Unladen
    2. Cannot move on PC if OOS.
    3. to/from hotel and restaurant "in vicinity"
    4. to/from home and terminal.
    A lot of driver think they can get away with more because it's only guidance. I'm not willing to take that chance as at least one scalemaster here follows that and no more.

    Note that "Unladen" does not mean not under dispatch. It just means not pulling a loaded trailer.
