I have to challenge this. It say from what I understand that you do not have to label it Hazmat unless it's being transported by transportation.

    Am I wrong ?

49 CFR 173.306 - Limited quantities of compressed gases.

Yes, you are wrong. Read further down, look at sub E, that is where refrigeration units have a specific exemption to have up to 5,000 pounds of non-flammable gases before becoming subject to haz-mat placards and other conditions.

The shipper is correct. Ultimately, the shipper is the one that must certify a shipment is or is not haz-mat, and if it is haz-mat they must certify the packaging and placards are correct.

Ask yourself, have you ever seen a refrigeration unit being hauled on a flatbed with placards?

It does work. Should have added, just go to add shipment, create new shipment. Just hit enter at tracking number. Will ask for un number and info.

Are you aware that you can choose to placard for any amount of hazardous material, even if it's less than the requirements for placardable hazmat? As long as it's the appropriate placard for the hazmat class you can run placards when in doubt. You can't be fined for over placarding your cargo.
