No authority but the 10,000 lbs. would include the trailer . State DOT around here love nailing 1 tons pulling trailers .
I worked for a company that had 1 ton crewcabs to carry crews to jobs . They let almost anyone drive a pickup unless it pulled a trailer . Then the driver had to have a medical card .

What was ridiculous was your statement trucks without the VIN displayed would be stopped at every scale . I've never heard of one incidence in the states I drive in.
