No it isn't the same. States can not deny you the ability to travel through. They can only specify how you transport your weapon. Read some laws and educate yourself on hand gun transport laws.

Now, if a New Your City cop who is highly trained in using their firearm can only hit the intended target 18-30 percent of the time what chance someone who can only train once every few weekends will be better?
