This from someone that doesn't know that a percent is one hundredth, not one thousandth?
And 'absolutely completely' means that you know that nothing can ever go wrong by switching around those wires.
Right?
Never assume that you know every possible thing.
Such a thing would be very ignorant, to say the least.
Is a headlight out a ticket or an out of service violation?

My truck has a fuse for each headlight. So I don't think they're wired off one junction.

And to answer OP's original question: no, one headlight out is not an OOS violation. In fact, two headlights out are only an OOS violation if headlights are currently required to be on (e.g. driving at night or in bad weather).
PS: if you cover the LOWER portion of the headlight lenses with tape, you might be able to get away with running high beams without bothering oncoming trafficBoxCarKidd, dclerici1 and Getsinyourblood Thank this. -
You see 4wheelers driving in the fog with out them, driving in a downpour with out them, and driving in the dark with out them..........I guess I'm the sissie and their the better man.
