Is it true CDL examiners at DMV don't have a CDL themselves?

From my experience, when I did the in-cab inspection with a DMV examiner, she failed me because I was taught that for the first part of the air brakes test, the Air Leaks test, I put my foot on the brake and pushed the air brake in to wait 1 full minute and the DMV Karen told me I was supposed to not put my foot on the brakes until the minute passes and I haven't lost more than 3 inches per square inch and I went on YouTube to see where I went wrong almost every video shows what I did. The problem is DMV examiners take the smallest things too harshly, and they aren't that nice (which makes you even more nervous).

I did the same with the third-party examiner and he told me I did everything correctly and the DMV examiner shouldn't have failed me. NY does not allow third parties so I simply went to NJ to get around New York's stupid rule that only the DMV can administer it, aka people without a CDL and have an attitude. I did what this guy had done:

Third-party examiners who are biased or help people during the exam risk having their license to give the tests pulled and everyone who got the CDL from them may have to take the test again. The examiner can even be prosecuted (if I'm not wrong). I don't think that's a risk they're willing to take. Third-party examiners help people, including the DMV by:

• Opening new testing sites
• Speed up appointments (In NY, where only the DMV can administer the test, you can expect to wait nearly 1 month for the next available appointment because the DMV has too many people to be tested).
• Have actual CDL-holders conduct the tests. They can better explain your mistakes and if you failed, what you need to practice on.

 

It actually does because many DMV examiners fail people for dumb reasons, also it makes no sense if the person who is testing you has never driven the truck before. If it's very easy, then why not get one for themselves? Police officers do not issue CDLs.
