I drove an International with an N14 that had the same problem. Turned out that the fan clutch itself was bad.

Did you get this issue fixed? We took apart our clutch and lubed it up to see if that make a difference.. Haven't had a load yet this week to try it.. we will see.

Faulty thermal sensor ?? Yours is 4 years newer than mine but.... I have 3 sensors in the water manifold, (cummins) thermal switch was bad so I replaced it $91.00 it operates the fan clutch, plus the Manual switch in my dash is wired to it.

We threw 12 volt to ours and Fan clutch wouldn't disengage. We are going to start there. work our way back towards eletrical.

Well got ours partiall fixed. New fan clutch. Personally I think the o-ring in the fan clutch got old and shrunk or whatever because I could move it.. I think the air was leaking and didn't have enough pressure to push the clutch back... So now we have it on a switch to let us turn it on when we need it.
