Easier way to enforce it with big penalties is when u'll renew it next time is when you'll show them((fuel tax)) the millage made into california with your noncompliance truck...there is the VIN NUMBER already on the registration.... Unless you won;t declare any millage into cali just pay registration for it and wait to be caught....

It is not opinion, But not just trucks, all motor vehicles, and mostly from cracking down on industry.But it all is destroying the same air pool we all use. Yes it has helped and yes it is important. My clean air CARB compliant truck gets better fuel mileage than the previous trucks and has more horsepower to boot. DD15 set @ 600hp loaded with 54700lbs of cement (80,000 gross) still averages 7.2 mpg. I run desert and central valley everyday.
Not sure if you've been to a third world country lately. I have. The pollution problem in China is huge. While they are investing heavily in clean energy, they are also investing heavily in more coal fired plants and putting more and more vehicles on their already crowded roads. Their blue skies are history. Bangkok, Seoul, Jakarta, Mexico City... pretty much anywhere you travel in major metropolitan areas in the third world and they look like the USA before environmental laws were passed. Do these new California laws pretty much suck for truckers? Absolutely. However, in another 5-10 years our roads will be dominated by cleaner burning trucks. IMHO that's a good thing.
