Milking the time clock is a fool’s game. If you aren’t making enough money as an hourly employee, it’s time for either a raise or a switch to a salaried position.

Getting paid by the hour is not an excuse to steal from your employer. If you're milking the clock and wasting time you're a thief, pure and simple.
That being said, most employees will goof off a little once in awhile. The bosses know this and don't get too excited about it.. But if you make a habit out of it and start looking for ways to pad your time you probably won't be working there very long.

Technically you can be on duty however long you want you just cannot drive until you get the proper resets

I agree with you. The hourly pay jobs I've had is when the boss looks at my activity the closest. So many CPM drivers think hourly pay fixes every problem they have. It also invites the boss to watch you like a hawk to see where his costs are unnecessarily high.

It’s perfectly legal if you don’t drive after your 11 or 14, but whether the company will allow it or not is another question. For example, this typically wouldn’t fly at an LTL company since drivers are the highest paid ones in the barn. They aren’t going to want to pay a driver to sweep floors for 3 hours when they more than likely have somebody getting paid of what a driver makes to do that.

I personally don’t care as long as said “goof off” at least gets his work done first so I don’t have to do it.

Once that line is crossed however, it’s war.

That's part of the problem with hourly. One guy, one lazy ### goof off, can poison a whole crew of diligent and productive drivers. We'd go a long way to help a driver learn and help him get good at his job but if he sloughed off his work on other people we'd get rid of him quick.
I put the responsibility for keeping people like that out of the work force squarely on management. If they're not aware of it, they aren't paying attention. If they are aware of it and let it slide they deserve anything that happens.
Companies get the kind of drivers they deserve. Period.
