    Actually it is...
    There is a 2hr driving extension for unforeseen events. It has to be unforeseen though. Like a freeway closed for a wreck. It does not extend your 14 though.
    Construction, weather, rush hour, even loading at the dock for 8 hours are all foreseen. And like another poster said, dot had better agree it was unforeseen....

    Here are the regs from 395.1
    (b) Driving conditions—(1) Adverse driving conditions. Except as provided in paragraph (h)(2) of this section, a driver who encounters adverse driving conditions, as defined in §395.2, and cannot, because of those conditions, safely complete the run within the maximum driving time permitted by §§395.3(a) or 395.5(a) may drive and be permitted or required to drive a commercial motor vehicle for not more than 2 additional hours beyond the maximum time allowed under §§395.3(a) or 395.5(a) to complete that run or to reach a place offering safety for the occupants of the commercial motor vehicle and security for the commercial motor vehicle and its cargo.

    (2) Emergency conditions. In case of any emergency, a driver may complete his/her run without being in violation of the provisions of the regulations in this part, if such run reasonably could have been completed absent the emergency.

    A Dot officer said not being able to find parking in a truckstop or rest area DOES NOT apply in that instance.. most won't hassle you; but, you never know.....

    That's why I said it had better actually be unforeseen. Poor trip planning would not qualify...

    Go read 395.1. Nothing there hazmat specific.
    Now if you mean the term "Safe Haven", then yes that is a hazmat specific term, with specific meaning.
    If you mean the 2 hour emergency exemption is hazmat only, you would be wrong.

    Maybe that's what Canadas rules are: I'm not sure; I think he's from Canada... we've got a lot of Canadian drivers on here, too..:)
