I've heard this several times from different sources. Out of my measly 11 years of driving, I have hauled 100's of pipe loads into & out of Houston. Coming & going from all over..... Florida, North Dakota, Colorado, New York, & California....
I have never used pipe stakes & have never been hassled by Texas DOT about it. In fact, never even been asked!
