There are actually times you'll get your 10 hour in sitting in a dock and you'll have a fresh 11 to drive. About being paid, that's called detention. Usually it's paid X amount/hour after 2 hours waiting, but it can depend from company to company. Definitely something you need to ask about. Some companies can make it a PITA to try to get it too.
