This is going to California so I have to keep it at 40'. Should I run with it or go back and get it reworked? I have a full tank of fuel and an APU.

40' is the max,you can go less than 40'.
If you have a sliding fifth wheel, slide back a notch or two. Pull trailer tandem up a couple holes.

    Joplin, Missouri to Tracy CA.

I was actually considering this: move up the tandems more en route to California, wait till I burn off some fuel, then return them to 40' in Arizona. Is that doable?

Why you pickup with full tanks.

If you loaded where I think you loaded... That place never loads me that heavy.

You're only 160 over on your drives. I wouldn't worry about it. You'll burn plenty of fuel off. And if you move your tandems up there's no need to mess with them in AZ if you're under 40ft.

burn off 100 gallons slide your tandems to about 39 feet and you're good to go keep your fuel low in California there are other scales besides the POE

The 12620 on the steers is what I'm most worried about. The truck will burn off 160 lbs on the drives quickly.

Thanks for the advice so far gents, it's much appreciated.

the 100 gallons will fix the steer tires as well as the drive tire issue make sure you bring your chains and double check your permit book

Are your tanks under your drivers door or under the sleeper ? The fuel you burn off will also lighten up the steer axle. Also what is the product ? Is it easy enough to have some pallets moved rearward ?
