    That looks like a tiller for soil stabilization. They till lime in with it, makes the ground hard as concrete.

    Maybe so. That makes sense I guess. I have only ever seen them mill/recycle asphalt with them.

    Ya,they use them on the gravel roads up here on the frozen tundra too.
    They will also use them to push a tanker while injecting a chemical to harden the base and then roll the crap out of it.

    Very boring gig.
    Just steer the truck while being pushed at a 1/4 mph.
