The way I understand it the IVA solenoid has the strength to hold the valve open but not strong enough to open it. Could be wrong but I was told that.

That's not bad at all. Its definitely getting tanked and decked. Only going to get it line bored if its needed. Crank and cam both need a light polish as there's some minor water etching on a couple journals. Mines a spacer plate engine so no counterbores to cut.

The cam opens the intake valve as the piston is headed down on the intake stroke to charge the cylinder with air. When the piston starts up on the compression stroke it needs a complete seal to make compression. Alot of mechanics think that but for the IVA to do its job they are half a round out

They fire at overlap on the cam which happens at the end of exhaust stroke or TDC of the exhaust stroke. That is also the point at which time the intake valve starts to open

Still should cut counterbore if any of them have ever been shimmed. If they haven't decking it will fix it if liner wear isn't to deep. All 3406 engines are spacerplate engines. Mine was decked .005 to level it up. Edit, what I mean by cutting counter bore is to have them repaired if they have ever been cut.

I had 2 cams polished, counterbores cut and deck surfaced for under $1k. Really varies by region and machine shop. Kinda hard to put a blanket price on it. But I’d say shouldn’t be more than $2500 anywhere?

Mine actually doesn't have counterbores at all. Top of the deck is completely flat. Its a '79 3406A.

Then if liner wear isn't to deep, decking will level it up. I don't care what cat says liner protrution is suppose to be. Anything below .004 is unacceptable. .006 is fantastic.

Is there any pitting on lower counter bore where the three o-rings fit ? If so you can have machine shop sleeve them or a poor man way is fill with jb weld and sand smooth.
