Blowing the horn in a neighborhood also makes an impression on home owners and HOAs. Those people sometimes elect pubic officials that enact laws making life hard for people driving commercial trucks in neighborhoods.

 

"Sorry, I thought the child was about to dart into the road so I blew my horn as a warning."

Also, at 9:30AM most of those people should already be at work.
