If memory serves me, California will have a total of 5 refineries shut down production by the end of June. Something in the range of 750,000 barrels per day out of production. A few have already been closed, think the last two are ramping down now. Under some regulations, they have to give notice of the closure in advance, not sure what the time frame is, maybe 6 months. Last year when the filing and announcement was made, fuel prices were predicted to be around $7.00 per gallon after stockpiles were depleted.

California has a target date of 2035 to stop selling petroleum fueled automobiles.

Most people want to blame the state government for these issues. It is true the California has enacted some of the toughest environmental regulations. The component that most people don’t seem to understand is that it is federal regulations under the clean air act and other pollution regulations that drive them.

Soon, other states will be following this path. They are going to have to, to meet the air quality standards and regulations.
It will certainly be an expensive process. The petroleum for fuel industry is dying. It will be a long and painful process. It will definitely be expensive and that cost will be passed on to the consumers. Probably in multiple ways. Prices, taxes and other fees.

The closing companies cite the state being the problem. It sounds like they get hit with fines and are treated like a piggy bank. Articles I have read say its about 30% more expensive to refine in cali compared to other US states.
