Me on buying used Material Handling equipment.. It has gotta be close enough for me to see it, walk around and examine.
Or it is something we had worked on (PM'd) several times and knew its pedigree...For those I would go high enough to get and still feel they were solid enough to come out on. Was blessed with a sort of 2nd sight on those.

Maybe this is dumb question . Do u guys know if u need tanker endorsement to haul empty water truck, or non-haz empty tanker trailer?

 

I'm almost certain you don't need if it's empty. I've haul many for rental companies and never been asked at the scale house.
I've got tanker endorsement but never been asked for it.

They've updated the definitions in 383.5. it doesn't really matter if it's empty or not. It's the fact that is a tanker designed to haul more than a thousand gallons. Basically is a design question not a status question...is is capable of hauling bulk liquid, not is is loaded or empty.
