Why is it some toll booths interchanges have a 5 mph booth right next to a 20 mph ?

I drive the Northeast region and see this from time to time.
    NY and PA for sure

I'll cut across a lane or two just to use the 20mph even if I have to come back over again afterwards just to avoid the 5 mph booth. The 5 mph booths sometimes will have that gate arm too. I swear sometimes you almost have to stop before that stupid arm raises. Arghhh

Is it their transponder radar devices? They don't have enough "high-speed" ones?
They get enough money so I'm guessing that's not it...

So does anyone know why the 5 & 20 mph booths?
And why have 5mph at all when you can do 20's?

Because they're too cheap to upgrade the 5s. Actually the real explanation is probably that the 20s are wider than the 5s, so they would have to rip out the existing tollbooth structure. It's probably not worth it. The traffic jams while they did the upgrade would be of biblical proportions. Maybe someday they will do what they did for the Tappan Zee, remove all the tollbooths and bill by mail if you don't have EZPass.

Alot of the 5mph booths are ezpass/ticket or cash all in one. Express lanes like the 20 mph are just ezpass. Then you have the ones where you're stopping for the gate no matter what like the Throgs Neck Bridge. That and alot of the toll systems in the NE aren't exactly up to date. At least the Mass Pike adopted the overhead gantry system. Either way, the 5mph lane isn't going to ruin your whole day. You're not supposed to change lanes near a toll booth anyhow. Just maintain your lane and we'll all get through it quicker. Leave the hopping around to the 4 wheelers. NY state mails tickets for speeding through toll booths FYI.

You don't get an actual speeding ticket with a fine, but they will eventually suspend your ezpass account. And it's the whole account they suspend, not just your transponder, so if you're on a company account it can screw everyone.

Do you think possible its like 5 20 5 20 5 or 5 5 20 20 5 5, for say trafic flow? You have 6 lanes hammering through all at once and the other side becomes a clusterduck. Break up the pattern with fast and slow and somehow it just makes it flow slighlty easier.

Disclaimer, not during heavy traffic and i know nobody got time to do the speed limit through the tolls anyway. I mean the toll worker in the cash lanes is in a reinforced tractor trailer not getting in here box. Right?

Well, even in my car I've almost rear ended other 4 wheelers who get confused and slow down to 5 mph in the 20 mph lane.....

Well, cashless tolling is coming to all MTA( that's NY) bridges and tunnels in 2017. So, you wont have to stop at all.
