With the two 11.1 Detroits I had, it seemed 1600-1700 was the best for fuel mileage.

We used to have on in a 96 IH daycab we hauled cement in a bulk tank with. It usually got the crap pulled out of it because we were usually right at 80K or a little over then it had to run 1000rpm to run the PTO to unload, that truck averaged 6.1-6.2mpg every year. It was underpowered at 400hp but it was a good motor never touched it for 800k then it was involved in a rollover
It ran at 1700-1800rpm on the interstate.

The 11.1 I had, and it was before they started raising the speed limits, so I had a 10 speed and 4.33 gears with 22.5 LP. I'm never very heavy, so I averaged 7.5mpg with it! Always try to run in the lowest rpm for maximum fuel mileage. This era of Detroit would get down to 1200 rpm and stay there like no other engine I had previously driven. This would be a terrible fuel mileage set up for todays higher speed limits, but it sure was a hill climber.
