They way I understand it is if you didn't get an inspection then it wont go on your psp.

A very important distinction here too. You can get a warning along with an inspection. I know a guy that got both for having a loose airline. Fixed the airline, officer removed the OOS order. However, no inspection no part 350 data sent in.
