Late to respond but I conditionally work with new authorities. We have a baseline policy of six months due to a recent rash of carriers tanking their scores and reputations within the first few months, then getting a new authority under their sister's aunts cousins name. Some places will be stringent, some actually do research and make exceptions. We are a middle sized broker so while we have baseline policy, the ultimate decision is negotiable on circumstance.
Larger brokers have strict no bend policies that might make it more difficult.

I heard awhile back that the boys were focusing on cracking down on the "chameleon carriers." Haven't heard much about it though lately...
