    Probably true, since Texas is its own country and not subject to US laws.

    I don't know about the "Republic" of Texas as it relates to intrastate operations. However, this inspection & sticker is required by part 396.17 - 396.25 for interstate operations. This means NOTHING being moved by that intrastate vehicle can be part of a shipment that came into Texas or will leave it on another vehicle.

    That may be true IDK but it doesn't make any sense at all;
    How would you determine where the goods or parts of originated?

    All motor carriers are required to be inspected annually

    Annual Inspection – §396.17
    Every commercial vehicle, including each segment of a combination vehicle requires periodic inspection that must be performed at least once every 12 months. At a minimum, inspections must include all items enumerated in the Minimum Periodic Inspection Standards, Appendix G to Subchapter B of the Federal Motor Carrier Safety Regulations. Motor carriers may perform required annual inspection themselves. The original or a copy of the periodic inspection report must be retained by the motor carrier for 14 months from the report date.

    What bills? The legal bills that say what you actually did with the load?
    The bills that accompany the load mean little if you didn't p.u. at original location and deliver to final destination.
    IT'S what YOU did with the load that matters

    This area between Interstate and Intrastate is a grey area at best in my opinion. I'm not an expert on what constitutes interstate v intrastate and won't attempt to be here. I have had this explained to me by a DOT officer more than once. Getting that sticker is at best not going to take long and can be included as a part of a brake job etc. I would have one regardless of how I operated.

    If that's what you did with the load then that's what your bill should say.
    It doesn't matter where the load or, parts of originated, or going to.
