Virginia is probably the toughest state on ramp parking enforcement. From my observations having run there frequently, they’ll turn a blind eye to ramp parking at rest areas until trucks start parking on the shoulder of the actual road. At which point everybody shoulder parked is gonna feel the wrath. Any other ramps are an absolute no no period.

Hate to say it, but it's not the officers fault that you parked on the ramp. Bit of a catch 22, but it's also not his fault that you chose to drive instead of getting arrested/towed. If they didn't actually enforce the no parking law then the law would be completely pointless.
Look what happened as a result. Consider yourself very lucky that somebody even got to you in time to rescue you. Depending on the location and injuries, you could have been sitting for hours or even days and not be alive today. In 2017 there was a driver found dead in his crashed semi after it sat undiscovered for 2 days. In 2019 there was a driver, who amazingly survived, who went a week before he was found in his crashed semi. It is scary to think about, but we are on the road for days/weeks/months at a time and because of that it can be days before somebody even notices that we are missing if something bad happens and then more time to actually find you.
All else ignored, I'll violate the HOS and keep driving until I find a proper place to park.

You get the ticket, not them, and they can fire you for getting a ticket too.
If you refuse to drive because there's no other safe place to park and they fire you for it, you can call the FMCSA and report them for coercion and/or unsafe activity. They are trying to force you to drive when you know your clock will run out before finding a place to park forcing you to either park illegally or violate the HOS. The FMCSA will actually be on your side and you will have a completely legal reason to sue the company for termination over refusal to drive unsafely to get your job back plus missed pay.
It's not a matter of being concerned over your job, yes they can easily replace you, but you can just as easily find a new company. It's a matter of standing up for your rights and following regulations. -
