This is for the mud flap on the back on the from wheel well that are roughly 12-18 inches tall.
It has a 1/2 inch bolt on the inside and a flat headless thing on the outside. I just left my truck and forgot to take pictures. If no one has posted by the morning Ill go take a picture and post it but, How or what do you use to remove those bolts?? A nickel will fit into the slot perfectly but I bent the nickel holding it with pliers lol.
Ive purchased the flaps and can't for the life of me find anything to remove it. A flathead screwdriver doesn't work, there has to be something...... anyone?

You mean like a carriage bolt, round head or like a sickle bar bolt head that lays flat/even. If you can't get vise grips on the head, you may have to grind it or hacksaw it off. What's it doing just spinning around?

You just dont have a large enough screwdriver. If you dont want to purchase a VERY large screwdriver, just get a piece of steel that's about the same thickness of a nickel.

Spray with some WD40 and let it sit for a while
