legally yes you can Second issue...how much fuel weight will you lose? Even moving full 500, leaves you almost 100 pounds over on drives.

 

I should try it at the liquor store next time.

He's not going to be able to burn it off in fuel. They were able to shuffle it around and ended up pulling 4k out of the front hopper and putting it in the back. They loaded him wrong to start with now we are trying to get it legal with the fuel he's got.

The weights you show original, put him 85k gross. Is he heavy haul permited? Just moving 4k to the back moves the overweight axle to the rear doesn't addresss the gross weight.
