As long as the truck and the trailer GVWR add up to less than 26,000 you do not need a CDL
That is the GVWR that the data plate says, not what it actually weighs. -

I'm not sure about that, because I run a bed, and the guys I know that take the bed off run over 65 feet and were already CDL drivers.
I'm sure I read somewhere that taking the bed off makes it a truck tractor, but I don't know for sure that triggers CDL. I don't think so.
