3406E No Start

Have a 99 International with a Cat 3406E 6TS. Owner says the truck has been sitting for 2 years but from people that know the truck and evidence in cab and license plate says at least 8-10 years. Truck will turn over good and strong and will hit on ether but will not start up.
Here is what I have done.
Installed new batteries and fuel filters. Ran hose into five gallon bucket of fuel to bypass tanks. The fuel tanks and filters were full of algae. I hooked up a gauge to the fuel manifold and show to have 75-90 psi when turning the engine over. Did a solenoid test on injectors (ok). Cat program shows engine speed while turning over. It is pulling fuel (almost drained the five gallon bucket). I am wondering if the injectors are just clogged from that algae or if I am missing something else. The only odd thing I see is the oil pressure shows 10 psi at all times until I start cranking it and then it goes up. I have looked over the harnesses real good and see no indication of animal chew through.

 

Yes CAT program shows no codes other than engine speed when the truck stops turning over. It shows engine speed as I am cranking it. That is the one thing that I am leaning towards but wanted some opinions first as I don't have a used sensor and a new one is pushing 200.00.

 

Ordered a timing sensor today. Will see how it goes.

 

No customer towed it in to the shop. Yesterday he told me that it shut off on him the day that he parked it. They never tell you the whole story.

 

Getting it to run is step 1. After that getting that crud out of the fuel tanks are replacing them. Then the other stuff Muffler, ABS valve, etc...
