As someone who knows very little about how owner operators operate. I am a company driver. Is there a law or regulation that prevents an owner operator from approaching a company and directly booking their own loads?

Yep, nope... kinda how we got our Shelly Co. and Kokosing hauls in Ohio, pulling asphalt tanks......
5 trucks, 3 owned trailers...enough to do rather well, IMHO.

What's going on now is just economics 101 (supply and demand).
In 2018 there was more freight that needed to be moved than there were trucks available so the rates were high for trucking companies, even the one pony shows.
Today is just the opposite where the freight volume is way low and the available trucks is high so the shippers hold the cards.
Think about all of the extra trucks that are competing for what loads are available right now.
Guys that are should be hauling flatbed loads from manufacturers that are sitting because plants are shut down.
Specialty loads such as entertainment (concerts, autosports), trade shows, conventions, etc.
None of that is going on right now but those trucks are available and are looking to the spot market to hopefully keep their operation afloat.
It's just simple supply and demand economics at play here. Truckers were not complaining in 2018 when the scale was leaning on their side.
I know it sucks now but a petition is no more than just screaming and yelling for those that don't understand how things really and for centuries have always worked.
