Greg,
Your Engine has a TRP for SCR replacement for 3582. I would get into a Cummins shop maybe you can get portions covered? Otherwise I see a New SCR catalyst and maybe a software update as the likely root cause of your issue.
Only proper diagnosis and completion of the SCR performance test will yield the results you need to come to this conclusion for fact.
