Or you could read the same article you posted....
They did try to blow the tires. Thing is semi tires are a lot harder to blow than automobile tires are.

9:07 p.m. - Blessed is eastbound on Route 63 when he hits stop sticks set up by Genesee County Sheriff's deputies.

I read the stop sticks part but I didn't think a tractor trailer tire could resist a bullet, shooting at a moving tire is a hard target though, I imagine

A New York officer, on average, hit's about 33% of the time. I didn't find the New York article I've read, but I did find one for Dallas.

Shooting up into a vehicle is much safer than shooting across at a tire. A tire they are unlikely to hit and then where does the bullet go? No, shooting tires is simply Hollywood b.s. that has no basis in reality.

New study on shooting accuracy: How does your agency stack up?

A couple of dollars worth of bullets just saved the taxpayers millions of $$$ on his Defense Lawyers, medical bills and the cost of trials and eventual incarceration. We are all blessed that Mr. Blessed has assumed room temperature.
