They did cap the profits on health care. You can see what that did to your rates.
O/O would make sure to include every penny they spend. New marker light $1.50 Time and effort to put it in $20.00. Just like doctors and hospitals do it for an aspirin. No more all inclusive CPM.

I can tell you one thing I would be charging for on my current load. I picked up a load of ice cream yesterday in Manteca CA when it was 105 outside, and my reefer has been operating on high for the last 24 hours to maintain the -20 temp the BOL required. I'm still waiting for these idiot lumpers to get me my paperwork, but I used 3/4 of a tank of fuel for this one load.

1. They're not, O/O agreed to the rate offered by the broker.
2. It's not the broker's fault.
3. They could comply or get out. When that happens, you are seeing one example of socialism, when the government controls businesses vs a free market (capitalism).
4. Different types of O/O's:
A. Quasi O/O's who lease their equipment to an established carrier, run under their numbers, their insurance, their rules, for an agreed upon % of monetary return.
B. O/O's that have direct customers (shippers), but also use brokers, usually for return loads.
C. O/O's that predominantly run the spot market, utilizing brokers for most, if not all, of their loads.
D. The only thing the government does is take a percentage of your hard earned money because they can. Government help you?, surely you jest.
5. Some do.
