Cabovers have all the weight up front on the steers so if you got the center of the plate dead center of the tandems or a hair behind you should be good for just about anything. Our old ‘73 Pete 352 had a early Holland slider on it but it never moved.

Many of the fleet 4070 and 9670's I remember liked the kingpin just forward of center. Related to wheel base and what you are pulling. Looks like about where yours is at.
Some sliders were manual but I thank yours has an air cylinder on it. Does it get air to it from the switch on the dash? Does the cylinder leak? If that is OK tap on the locks from the inside out while it has air to the cylinder. Get the locks out and it should slide.

Spray PB Blaster on the locks and slide plate 2 or 3 times a day and you will probably get it to slide ..Also spray all the moving parts..

the 5th wheel was blocked into place, and because it's been there so long, it's fused into place and i am unable to slide the 5th wheel at all. So, the point of replacing it a little later is in case i need to slide it to shift the weight. right now, it's not quite in the center of the tandems.

Make sure the locks are fully releasing and with a loaded trailer on it on a paved or concrete surface very slowly and easy (2-5 mph) in low or first gear and low reverse keep pulling trailer brake to slam stop the truck fore and aft to see if you can break it loose. You can also try running the landing gear down until it lightly lifts up the fifth wheel plate. Set trailer brakes and rock truck in foreward and reverse to see if it breaks loose. I had to do all of this on my old White 4000 that was frozen solid with rust and portland cement dust buildup. Has worked fine ever since.
After you break it loose run it all the way up and clean off crud. Than all the way back and clean off crud. Lube it up and a couple times a year and run it up and down the range to make sure it doesn’t stick again.spsauerland, BoxCarKidd, 650cat425 and 1 other person Thank this. -

Once you make one hundred percent certain that the air cylinder is releasing the fifth wheel eventually it should break loose for you.SmallPackage Thanks this. -

There is an oil you may, or may not, know of - called "Kroil Oil; the oil that creeps."
I have one of those pressurized metal spray cans w/air chuck fitting on it.
Pour it in, air it up to 30 lbs, and go. I have a gallon can from an old job 30 years ago.
I don't know if they even make it anymore, but is the best penetrating oil
I ever found in 45 years of working on rusted up crap.
