But, playing devils advocate- you saw those smashes on the windshield- what if he had a weapon?

Looks like the driver had his phone in one hand. With the window smashed up like it is I wouldn't have stopped either until I see police, I'm guessing it was smashed somehow by the idiot on the hood.

Not stopping I understand. Tossing the 4 ways on and running below the speed limit in the right hand lane - totaly on board with. It's the shaking back and forth (with wiggle wagons, seriously?) and the brake checks I have a problem with.

 

How do you know there isn't a weapon between the hood and windshield over on the passenger side and the driver is doing the shaking back and forth so the idiot on the hood cannot get ahold of it?
