I'm at home right now, but when I get back on the road, I'll take some pictures of some tires that show what I'm trying to ask. I guess I can't put the right words on paper to ask the question.

Tire tread depth is measured at a location other than the wear bars. If there are three areas at about 1/3 the circumference of the tire below 2/32" for other than steer tires or less that 4/32" for steer tires it is a violation.

If any cord or steel belted material is showing it's OOS. If two tires side by side are less than 1/32" for other than steer tires it is OOS. If steer tires are less than 2/32" they're OOS.

    Be safe.

Not necessarily an alignment problem. It could just be a poor tire. Bridgestones are notorious for getting waves in them. Also, inflation issues can be the cause, especially on a dual if there is a difference in air pressure between the two tires. Also, the tire can be thrown out whack if you've hit an object, pothole or some other bump real hard, and that can lead to waves.
