Wow! You have mashed state, Fed, and local all together as one body. Not how it works.
Bill's (which become laws if voted in) generally don't get the time of day to the public (constituents) unless it is a very controversial subject, i.e. Obamacare ...and even then, the public gets a very redacted versioin usually not even close to saying what is contained in the Bill. Even the Bill itself in recent times have been so masterfully written to disguise what is called "pork" (special entries in a bill to gain $$$ or political advantage to a specific group or class) that even the Representative and/or Congressperson don't/can't read it to understand what is in it to vote. Unless the media picks up on a Bill the general population has no idea what is going on in Congress or the House.
The Electoral College is comprised of "electors" selected by each state legislature and the number of electors is equal to the number of Representatives and Congress persons in each state. i.e. CA 55, MT 3, NV 6). The Electoral College votes solely on the Presidential and Vice Presidential election. Plus, each State determines how their number of votes get assigned, i.e. all to one candidate, split vote by party, split vote by population grouping in the state...very confusing to say the least.
As to local issues vs state issues vs Fed issues. Usually things stay on their situational turf. A park or a skateboard play area would not be an issue for the State level or the Fed level, but stays in the local level...and the list goes on....

Capt, Engineer, EMTIII, training officer, Public Information Officer. That was with the local FD. State level, Engineer Lieutenant, Medic Advisory Council with CA Office of Emercency Services. Fed level; supply officer, dispatcher, and Flight Control Officer ground (for air support fixed wing and rotor aircraft)
