Did you get it worked out? Hopefully you don't have a fixed skid plate and got going. Looks like if you got the tandems up to the 40 ft mark, you might have had just enough room to slide back the skid plate to offset the difference from moving the tandems up. And don't pay attention to people who tell you what hole is legal. Every trailer manufacturer is different. My 2019 Utility reefer is legal in California on the 4th hole from the front. The 5th hold puts me over the limit.

Get a tape measure and carry it with you. As long as you kingpin is 3 ft back from the front, as most van are, measure 10 ft from the back of the trailer and that will give you the rearmost spot where the center of the rear trailer axle can be.

I think you’re confused, there’s no way they can move up the tandems, 33.9 on the trailer axle already.

You're right, I'm on hometime and my brain went backwards, whiskey may or may not have played a part.

I know this won't help know since trailer is loaded. When going to CA with 53 trailer or loading in CA. Tell them to load trailer like a 48 trailer. This will always leave 5 feet empty in back of trailer. You probably will never go past the 40 foot mark with trailer tandems to stay under 34,000. It was usually hard to overload 48 foot trailer tandems over 34,000, it was not impossible. 48 foot trailers don't have a bridge law requirements. So load it like 48 foot trailer and it will almost always be legal.

I wouldn’t go as far as to say always.
I’ve had places load light stuff on the nose and heavy stuff on the tail. Gotta watch out for non uniform loads
