But a tow truck could tow that truck across the country perfectly legally. Do they really expect a truck that got hit in a truckstop to have a hood replaced right there?

I would assume there is more to the story than just the duck tape. As we all know attitude towards an LEO means a lot as well. Plus who knows what other violations the driver could have had...

For as long as it took that guy to wrap that up with all those strips of tape he probably could have screwed in a few screws and some chicken wire and gone over the whole thing with tiger hair. It might not have been pretty if he didn't finish the material but he could have done that pretty quickly.
If that giant glob of tape were to come off of there and fly backwards and land on somebody's windshield that could cause a 50 car pile up.

Duct tape and cover it with paper machete. A gallon of bondo and a cheese grater to knock it down with quick.
