The definition of Driving is "All time at the controls of a CMV." So if you are in the drivers seat driving it's legally driving.
This has nothing to do with elogs or paper. It's part of HOS.
That said, no one is ever going to know unless you go over the 5 MPH threshold for e-logs, or you blab about it. Or you get in a bad wreck and the lawyers start comparing BOL times with logs....otherhalftw and tallguy66 Thank this. -

Sometimes u have to be careful if u near a town line i know most eld devises will pick up next town over if u really close by,so if u log off in one town and log in other ur location will definitely put red flag when dot checks it.
