How much fuel does he have. How far is the trip?

Yes, his drive axles and trailer axles are overweight.
I suppose its possible that he could transfer that weight by sliding 5th wheel forward and tandems back... but it's hard to say without knowing where they are set now.

He’s only got room for 10 gallons, even if he gets axles legal, that won’t get him far. If he can’t get the load reworked. I would slide the trailer forward, 2 holes, if possible. Put 50 gallons of fuel in, and run with it. He’ll have about 300 lbs over on Drives, May be overlooked at the scales. He’ll have to get 40-50 gallons every 250-300 miles. It all depends on where the scales are and if they’re open. Pa. Is probably not open today. Where’s he going? California? Better get the load fixed. Ohio? Run with it. Going to take a little planning.
