Does anyone know how reaching top rate works. I am starting at 23.08.. I have heard I will be close to $31 after 3 years. Do you get a raise every year?

Like most unionized companies postal & courier companies it works on Collective Agreements negotiated by the union reps & company. Most Agreements are from 3 to 5 years and depending on the Terms in the Agreement it could be negotiated by percentage basis annually ot semi annually. You would have to speak to a company rep who has a copy of the current Collective Agreement.

You'll move up one step of the pay progression every year for three years, and FxF will usually also increase those steps every year. So, looking at the chart @Digman943 posted above, your $23.08 means you're on the C pay scale and your pay will go to $23.58 next week.
