California won't usually go out of their way to enforce the chain law to the exact requirement. If you've chained your drive tires and have a drag chain on the trailer they're usually too busy with wrecks and lunatic skiers on their way to the slopes to stop you and cite you.
One caveat...if you've chained up with less than the required amount of chains and you spin out and block the road...or worse yet, cause an accident...they will absolutely hang you for it. The last time I heard of that happening was two years ago on Ca. Hwy 299 and the fine was five thousand dollars.

The good thing about staying on the I-5 in winter is that you never have to chain up. Donner can have chain restrictions for days, but if they put restrictions on the I-5, just park for a couple hours and they get lifted. If things really get bad, they close the highway.
Two years ago a friend of mine who is also a driver and I each headed north at the same time during a winter storm. He chained up 5 times between Redding and Portland, and I pulled off and waited. I passed him taking off his chains in central Oregon and beat him by a couple hours.alds and Speed_Drums Thank this. -
Just like @Long FLD says, a set of 3 railers and two sets of singles. For the same reason, you can dig down to pavement w/o getting high centered on the unchained tire
