Looking at that I wonder if the bus was parked at a designated bus stop and if the driver was either taking a break or a scheduled stop to stay consistent with the route schedule when the oversized load came along.

The second picture gives a little more insight. You can see where it hit, dragged, and likely snagged as you've suggested. Driver probably kept going for the same reason the mistake was made in the first place; I'd put my money on inexperience or distraction.
Lucky the bus driver is okay.
