China will sell, finance and build these units to countries that can't afford them. For collateral they will claim the countries Railroad or port for security and then own those assets.
I don't see nuclear power as a very good option. Those rods have to go somewhere for a long time.
Solar, wind, hydro and water wave production looks like the best alternatives so far. When the time comes to replace carbon based fuel, this challenge will be a high hurdle. -

I'm surprised they haven't been building their own reactors. I would have thought they had that capability already.

The "pebble" not "rods" of spent fuel have to be stored or disposed of somewhere. At some point in time the waste will become a hazard.
