I wouldnt hold my breath waiting for hourly pay, you might turn blue and die! Besides what employer or company owner is going to pay a lowly scumbag trucker more money for doing less work??? They simply are not concerned with our needs or problems! If you or I wont do the job for less money, we will be replaced more quickly and with less thought than it takes to replace a steer tire!
As long as the CDL mills keep churning out these steering wheel holders, the experienced driver doesnt stand a chance in this business anymore!

Also keep in mind that there are literally millions of US citizens of hispanic descent. Those people can seem like they just 'walked through the gate' even though they've lived their entire lives in some Spanish-speaking community in the United States.
That said, some level of fluency in English is required in order to qualify for a CDL. I don't know how CDL examiners actually verify this, but I've met several CDL holders who don't seem to qualify under this criterion. -

They are updated yearly......
There is only one version for each test in Spanish and those tests hasn't been updated as often....
I got this first hand from a DMV examiner..
What gets me is the state is in a financial crisis......
If I were the legislators...I would make every test and every government publication in English....that move alone would save the state hundreds of millions that could be used elsewhere, such as repairing or construction of new infrastructure.....Pay off the debt.....
CA's credit rating used to be at "AAAA".......no longer....CA's credit rating is at par with Somalia...... -
I got my first (car) driver license in CA, and I had a choice of languages ranging from Swedish to Vietnamese.
I took my CDL tests in Texas, where they were offered in English only. California is free to offer non-commercial tests in whatever language they want, but offering CDL exams in a language other than English would seem to be a violation of federal law. -
Now look at the list of disqualifying crimes:

so with the csa2010, it would seem getting a dash cam might just be worth it, in the event of an accident that truly was not the truck drivers fault, and tho, they'll still put the blame on the trucker, it would make it a bit more difficult with a recording of the event...
