About 18 months ago I was given a roadside CARB inspection in San Bernardino. They were set up on Tippecanoe. I drive a '17 Cascadia with a DD15 so there were no issues. He stuck a sticker on my windshield and I was on my way.

Honestly I think you are over thinking this. -
Only thing I can add to this is, I've had a couple of shippers require my CARB cert for the reefer... easy enough to get that you just send your vin# and a couple of details to them and they issue it pretty much in minutes, which is so not California!!!

I have only had 1 experience with Carb in 2015. Very Unfortunate, they were doing a road inspection in Irwindale and they Cited me for not having side skirts On my Trailer. Really stupid How they do not give a warning. I tried fighting it but ended up having to pay $1,000.

I've run a lot of Kali in a glider with a non compliant reefer never been bothered ever.
