Where my condo is in China has those. Didn't pay it much attention, but now I know what it's for.
The condo complexes there have them.

 

And if, like me, there are no Amazon lockers in the area there are a lot of drop off places. Stores like Walgreens, Advance Auto, and even a local ice cream parlor all do drop offs.

 

I buy about 95% of my items from Amazon, even automotive. So much cheaper than anyone else. Never an issue with a return. I don't even have to rebox the item, just hand a return paper to UPS and they do the rest. Never a shipping charge either. While Advanced is charging $29 for a 5 quart jug of oil, I am buying Valvoline for $17. Dexron VI specials all the time for $4.64 a quart. Bought an ignition switch (passkey) system for less than $30, other stores wanted over $100. They will eventually put Walmart OOB.

 

Something with a high enough value to be a felony theft charge in an enclosure with a gps tracker...
