Only getting static on my cb. I have called for multiple radio checks on channel 19 with no responses in several areas of town and different times of day. Even running parallel to several rigs on the highway. Any insight helps. Cobra 19 ultra III and cheap 28” magnet mounted antenna.

You're not going to get far with a 28-inch antenna. And don't count on any given rig to have a radio on; not many do at any given time.
Get a buddy with a CB to work with you. If your radio is OK, you should get a mile or two out of it. Give it a test. -
One trick I came up with is a voice-activated recorder placed near a stationary radio, and then I periodically broadcast as I drive away from the stationary radio. I announce reference points at known distances. The voice recorder is later reviewed. I realize this is not practical for some folks

OK here is a little thought, go and buy this ...

AND when you do, you get two things in one package, one is an external swr meter, which is good to have (get a jumper) but the other thing is you get a field strength meter which is very helpful when it comes to issues like this.
It can tell you if you are radiating anything out of the antenna, you can see how far from the vehicle you are transmitting, if it drops off like within feet, get another antenna (I suggest you do this anyway, even an older K40 would be better). -
If you like magnetic antennas try a Wilson 1000 with a new coax. Maybe that will help. Good luck.
