    my assumption would be DOT scales, stopping at every CAT could get real expensive in a hurry dont ya know.

    Stop in at all scales if directed to do so. If the sign says open, pull in. No need to get jacked up for riding by. You need to remember that they are not just scales, many are inspection facilities as well.
